PROBLEM TO BE SOLVED: To provide a plant raising tool enabling raising even on a windy place such as a rooftop. SOLUTION: This plant raising tool is obtained by filling culture soil in a planter which has connection parts connectable vertically and horizontally, covering the upper part of the planter with a windbreak member, mixing a plant culture base material and moss or/and creeping plants with water followed by forming in a clay-like form, and spreading the mixture in a clay-like form in the culture soil in the planter.
