PROBLEM TO BE SOLVED: To perform a process relating to replanning of a radiotherapy plan accurately and with a low exposure dose. A radiation therapy planning apparatus has a comparison unit and a generation unit. The comparison unit compares the patient's first treatment planning medical image used in the patient's radiotherapy plan with the patient's post-planning medical image taken after the radiotherapy plan. The generation unit generates a treatment plan change image based on the second treatment plan medical image and the post-planning medical image used in the radiotherapy plan according to the result of the comparison by the comparison unit.
