According to one embodiment of the present invention, the barrier membrane for regenerating periodontal tissues comprises: a core plate made of a metal sheet deformed by external force and having a plurality of coupling holes penetrated to be coupled and fixed on the implant insert through position adjustment； a first barrier membrane stacked on one surface of the core plate； and a second barrier membrane stacked on the other surface of the core plate to be integrally bonded to the first barrier membrane.
