PROBLEM TO BE SOLVED: To provide a medical image processor and a medical image reference device capable of correctly generating a reconstructed image and performing high definition display of the reconstructed image even in the case that there is a problem, such as data damage in a difference file.SOLUTION: A medical image processor of the embodiment, with a medical image reference device for referring to a medical image and the medical image processor for generating a medical image connected through a network, includes a medical image storage part for storing medical images, and an image transmission part for generating a difference image between the medical images to transmit the medical images and the difference image to the medical image reference device time sequentially. The image transmission part has an image mixture part for changing distribution amounts of the medical images and the difference image on the basis of reference information about at least one of an image turning-over speed of an operator, the line speed of the network, and a medical image processing speed of the medical image reference device side.
