The plastic sheet cutting apparatus for a plastic sheet covering device comprises: a fixing bracket (100) which is installed on both sides of the plastic sheet covering device； a raising and cutting unit (200) which is raised vertically by a first cylinder (201a) installed on the fixing bracket and presses and cuts a plastic sheet covering the ground surface in the width direction； and a cutting and fixing unit (300) which is rotated by a second cylinder (302a) which is installed on the fixing bracket, and rips the plastic sheet cut by the raising and cutting unit (200) to assist the raising and cutting unit (200) in cutting the plastic sheet, while holding up and fixing the cut end of the cut plastic sheet.
