A flow control device comprising:(a) a cap member (102) configured and dimensioned for cooperation with a fluid container (50)(b) an overcap (504) movably mounted with respect to said cap member (102), said overcap (504) defining a central opening and(c) a ball (114) captured between said cap member (102) and said overcap (504), said ball (114) being sized to obstruct fluid passage through said central opening.A variable flow clearance may be established by rotating said overcap relative to said cap member.
