PROBLEM TO BE SOLVED: To provide a system for effective treatment of acne which uses light and is safe, inexpensive, and simple to use at home.SOLUTION: An apparatus and corresponding method for treatment of skin conditions comprises a brushhead member which includes a first portion having a plurality of rings of bristle tufts, the first portion oscillating in operation through a selected angular range at a selected frequency. The brushhead member also includes a second portion having a plurality of rings of bristle tufts concentric with the first portion, the second portion remaining stationary in operation.
