The present invention relates to an object to provide a water-in-oil type emulsion composition which is useful for cosmetic or skin preparations having excellent storage stability and excellent safety even without the use of a surfactant, (a) 100 parts by mass of oil component , (b) 11 to 800 parts by mass of the aqueous phase component, and (c) 0.5 to 40 parts by mass of the hydrophobic spherical sol-gel silica fine particles having a volume median diameter (D50) of 5 to 1500 nm.본 발명은 계면 활성제를 사용하지 않아도 저장 안정성이 우수하고, 또한 안전성이 우수한 화장료나 피부용 제제용 등에 유용한 유중수적형 에멀션 조성물을 제공하는 것을 목적으로 하는 것에 관한 것으로, (a) 유상 성분 100질량부, (b) 수성상 성분 11∼800질량부, 및 (c) 체적 메디안 직경(D50) 5∼1500㎚를 갖는 소수성 구상 졸겔 실리카 미립자 0.5∼40질량부를 포함하는 유중수적형 에멀션 조성물에 관한 것이다.
