The present invention relates to a producing method of adult stem cells, which expresses an anti-aging factor cultured under hypoxic conditions and a cell treating agent for anti-aging comprising the adult stem cells as an active ingredient. The cell treating agent for anti-aging comprising the adult stem cells as an active ingredient according to the present invention decreases AIMP3 expression and increases expression of TET1, SIRT1, SIRT6 and HIF1, thereby can be used as a cell treating agent for anti-aging or anti-cognitive malfunction by aging.본 발명은 저산소 조건에서 배양된 항노화 인자를 발현하는 성체줄기세포의 제조방법 및 상기 성체줄기세포를 유효성분으로 함유하는 항노화용 세포치료제에 관한 것이다. 본 발명에 따른 저산소 조건에서 배양되어 AIMP3의 발현이 감소되고 TET1, SIRT1, SIRT6 및 HIF1의 발현이 증가된 성체줄기세포를 유효성분으로 함유하는 세포치료제는, 항노화 또는 노화에 의한 인지기능 저하 억제용 세포치료제로 사용에 유용하다.
