A method for diagnosis, prevention, treatment and recovery of biological tissue functions by dosed impact value in the implementation of which a separate section is irradiated, containing pathology or injury, at the same time the flow of radiation of formed infrared and red bands radiation and images reflected and scattered in biological tissue are recorded. The results of measurement of spectral composition on the basis of interpretation of spectrograms are determined by concentration of oxygen, carbon monoxide, sugar, according to the value of which a state is diagnosed, and then the decision is made about the type of impact, forming diagnosis and calculating the degree of polarization, intensity and determining the dose and rate of movement of the waves and composition, time of implementation and impact of drug dose prescribed by physician for further prevention or treatment or recovery of biological tissue functions, after which diagnosis is repeated and subsequent physiotherapy is prescribed. A device for implementing the method according to claim 1, comprising a matrix of LEDs infrared and red radiation, which is additionally equipped with personal computers (PCs), controller, multichannel amplifiers, receivers matrix of infrared and red radiation with fiber optic transmission channels images is implemented as a system of distributed on the surface of the matrix of identical optical fiber transmission channel images, and modified color video camera, from which the filters are extracted.
