PROBLEM TO BE SOLVED: To provide a surface sheet for a wound dressing and a wound dressing, which can maintain a moist environment while trapping an exudate in such a manner that the area of the exudate does not significantly spread out, which is easily detached after use, which does not produce redness, a sweat rash or offensive odors, and which can be made to fit to wound surfaces of various shapes.SOLUTION: The surface sheet for a wound dressing is constituted by laminating a liquid permeable layer 1 and a liquid permeating regulating layer 2. The liquid permeable layer comprises a surface sheet arranged at least in the site facing a wound site. The surface sheet comprises a resin-made sheet material having a first surface 11 facing the wound site, a second surface 12 opposite to the same, and a plurality of through holes 13 passing through in a thickness direction over both the surfaces. The through holes allows liquid to pass through from the first surface side to the second surface side, the first surface has hydrophilicity, the liquid permeating regulating layer is laminated on the second surface side of the surface sheet, and the liquid permeating regulating layer is formed by using a fine porous film, cloth, knitted cloth, nonwoven fabric and formed of a hydrophobic material.
