The composition comprises a halogen source, halogen stabilizers containing a sulfur-bearing species and ammonium / urea salts, and an alkali. The sulfur-containing species includes sulfamic acid or its salt equivalent. The ratio of nitrogen mixture of sulfur-containing species to ammonium or urea salts can be optimized at any rate.
