The present invention provides intratumoral delivery of immunomodulators. In particular, the present invention provides for the delivery of costimulatory molecules using intratumoral electroporation. The present invention is a method for the treatment of malignant tumors in which administration of a plasmid encoding a therapeutic costimulatory protein in combination with electroporation has a therapeutic effect on primary tumors as well as on distal tumors and metastases.
