To provide an excrement collecting device that automatically clean and collect pet's excrement, and provide a smart type excrement collecting system applying the same.SOLUTION: An excrement collecting device 100 includes an enclosure 10, a containing space 20, a cleaning member 30 and a supporting member 40. The enclosure 10 has a bottom wall 11, 2-first outside walls 13 facing each other, and a second outside wall 15 connected to the first outside walls 13. The containing space 20 is defined by the bottom wall 11, the first outside wall 13 and the second outside wall 15, and is segmented into a temporary storage area 21 and a collection area 23. The temporary storage area 21 is positioned between the second outside wall 15 and the collection area 23. The cleaning member 30 is arranged in the temporary storage area 21.
