PROBLEM TO BE SOLVED: To provide an emotion estimation system, an emotion estimation method, and an emotion estimation program capable of providing outputs according to an abnormal condition of an emotion.SOLUTION: An emotion estimation system includes an acquisition part 131, a classification part, and an output control part 137. The acquisition part acquires information on a heartbeat interval measured continuously about one user. The classification part classifies the users emotion into any one of at least two types based on a value indicating a ratio of a value obtained as a result of subjecting the acquired information on the heartbeat interval to frequency analysis, to a value indicating a gap between a predicted heartbeat interval calculated based on the acquired information on the heartbeat interval and an actually acquired heartbeat interval.
