PROBLEM TO BE SOLVED: To provide a flicker value measurement device and measurement method capable of being applied to evaluation of qualitative change in a brain function.SOLUTION: A flicker value measurement device comprises control means, display means, and operation means. The display means performs flickering display while changing an OFF period of display using 1/fn fluctuation and monotonically increases or decreases a flickering frequency.
