The present invention relates to a catheter for preventing urethral stricture. More specifically, a stricture preventing membrane is produced by repeatedly injecting a lubricant into a mucous layer of the urethra through a lubricant injecting pipe, so that stimulation or damage applied to the mucous layer can be suppressed when a urine discharging pipe is inserted or removed. Accordingly, the occurrence of urethral stricture can be prevented. In particular, the stricture preventing membrane can be intensively produced at a position of the bulbourethral or membranous urethra in the male urethral part which is frequently affected by urethral stricture through a discharging hole.
