To provide an easily-manufacturable plasma device, and a method of its application.SOLUTION: A cell activation method for activating cells by irradiating plasma has an irradiation step, for supplying plasma generation gas between facing electrodes as much as 0.1 L or more and 5.0 L or less per minute, applying a voltage having a frequency of 0.5 kHz or more and less than 20 kHz to the plasma generation gas as much as 5.0 kVpps or more and less than 20 kVpps, and irradiating the cells with plasma.
