The present invention provides an adhesive composition which is capable of enhancing both percutaneous absorption of an active ingredient and the adhesive characteristics such as holding power. The adhesive composition contains: a core-shell structure which is provided with a core part that contains an active ingredient and a shell part that covers at least a part of the surface of the core part, while containing a surfactant； a first elastomer； and a second elastomer which is different from the first elastomer.
