PROBLEM TO BE SOLVED: To provide agents for permanent waves (a first agent and a second agent for permanent waves) which can remarkably improve feel of hair after permanent wave treatment, and further maintain the effect, and a hair treatment method which can exhibit the above effect using them.SOLUTION: The first agent for permanent waves at least includes (A) cysteamine as a reducing agent, and further includes (B) an anionic polymer. The second agent for permanent waves includes (C) an oxidizer, and further includes a cationic surfactant composed of (D) a quaternary ammonium salt.
