PROBLEM TO BE SOLVED: To provide a cultivation/culture facility with low-cost equipment.SOLUTION: A windable on-water water tank 20 is expanded on a water surface, culture water is supplied from a stationary water tank 30, and phytoplankton is allowed to perform photosynthesis by sunlight irradiated on the on-water water tank 20.
