A seed supply hopper (200a) supplies seeds to upper part of the non-woven fabric passed through the first roller. A mat supply unit (300) laminates non-woven fabric on upper surface of the non-woven fabric in which seeds are scattered by the seed supply hopper while the seeded non-woven fabric is moved. A fertilizer supply hopper (200 b) supplies fertilizer on upper surface of a mat (301). A punching tool backstitches or needle punches vegetative mats, which are formed with mats laminated on the upper surface of the non-woven fabric, to form the vegetative mats into one body. A winder reels the backstiched or needle punched vegetative mat (700).
