PROBLEM TO BE SOLVED: To accurately operate a steering drive part and lifting drive part on the basis of an oscillation operation of a steering lever and to easily perform assembly processing of the operation lever with the steering drive part and lifting drive part.SOLUTION: A steering unit U1 linking an operation lever 13 and a steering drive part and a lifting unit U2 linking the operation lever 13 and a lifting drive part are arranged. In the steering unit U1, lifting unit U2, or both, when an operation position of the operation lever 13 is in a predetermined range, or a steering resistance acted on an output operation body 71 is in a predetermined range, the output operation body 71 follows an oscillation operation of the operation lever 13.
