PROBLEM TO BE SOLVED: To provide polyurethane gel particles which can be suitably used for solving conventional problems, and to provide cosmetics containing the particles.SOLUTION: Provided are three-dimensionally crosslinked polysiloxane-modified polyurethane gel particles (particles A) comprising a polyisocyanate, a compound having an active hydrogen group in its molecule, and a polysiloxane having an active hydrogen group in its molecule and/or a copolymer of the polysiloxane and a lactone, wherein, at least one of the polyisocyanate and the compound having an active hydrogen group has three or more functional groups and polysiloxane-modified polyurethane gel particles (particles C) comprising the particles A whose surface is covered with polyurea colloid particles (particles B) precipitated from a nonaqueous solvent solution of polyurea colloid.
