An elongate securing device is disclosed including a first securing assembly connected to a second securing assembly for releasably securing first and second portions of a restraint. The first securing assembly includes first and second hingedly connected clamping members movable between a secure position and an unsecure position. The first securing assembly further includes ribs extending orthogonal to the elongate body which clamp against the restraint portion in the secure position. The second securing assembly includes a first element connected to the first securing assembly which is hingedly connected to a second element. The second element is movable between unsecure and secure positions to releasably secure the other of the first and second restraint portions.
