According to the present invention, the heat applying device comprises: a body including an inlet connected to an outer power source and connected to an upper body and a lower body to have an installation space unit inside； a heat insulation body installed in the upper body and lower body and insulating heat generated in an inner space, wherein the heat insulation body absorbs impacts transmitted from the outside of the installation space； a heat storage body installed between the heat insulation body by being formed of a material capable of storing the heat of a heater heated by the power applied through the inlet, wherein the heat storage body also emits the heat； a fixing bracket comprising a first bracket installed in the heat storage body and a second bracket, wherein the first bracket is supported by crossing the inner space of the body and the second bracket is fixed to the heat storage body to cross the first bracket； and a power control unit lighting when the heater is overheated, wherein the power control unit also controls the power supplied when the heater and the heat storage body are abnormally heated. Heating components do not move at an assembled position even if the impact is applied to the outside of the body, by the fixing bracket supported in all directions in the body by being installed in the heat storage body in the body.
