Fluid delivery devices and methods are described wherein the device can include a piezoelectric actuator having a piezoelectric chip operatively coupled to the drug package under a preloading force. The actuator is configured to generate acoustic pressure within the drug package to dispense droplets or a continuous stream of agent, for example, from the aperture to the corneal surface of the eye.
