PROBLEM TO BE SOLVED: To provide an apparatus and a method which generate radiation rays such as neutron by nuclear fission utilizing electromagnetic interaction.SOLUTION: In the apparatus for generating radiation rays such as neutron is arranged a cylindrical container 1 having inner spaces 2 arranged radially toward outside of a cylindrical shaft, where ion compounds or complexes of radioactive nuclei 3 are installed in the inner spaces 2.
