PROBLEM TO BE SOLVED: To provide a film dissolvable in the oral cavity, having high homogeneity, and obtained by excellently dispersing a slightly water-soluble component in a water-soluble polymer.
SOLUTION: The film dissolvable in the oral cavity and containing the slightly water-soluble component and the water-soluble polymer further contains a nonionic surfactant (A) having an HLB value of at most 5, and a nonionic surfactant (B) having an HLB value of 5 or more larger than that of the nonionic surfactant (A).
