PROBLEM TO BE SOLVED: To provide a non-stretched antifogging laminate film having oxygen permeability suitable for fresh food and a sufficient antifogging effect that allows long-term preservation of fresh food, and allowing stable and continuous production of the film, and a packaging bag made of the film.SOLUTION: The non-stretched antifogging laminate film comprises a three-layer laminate prepared by laminating a surface layer (A) formed from a polypropylene resin on a surface of a base layer formed from a polyethylene resin comprising an antifogging agent, and independently laminating a surface layer (B) formed from a polypropylene resin on the other surface of the base layer, and the film satisfies the following requirements (a) to (c).
