To improve accuracy of braking of a spool while suppressing the occurrence of backlash.SOLUTION: A spool braking unit 31 has at least one magnet 41 and series-connected multiple coils 42 provided with a spool shaft co-rotatably. The spool braking unit 31 brakes a spool by power generation. A rotational speed detector 32 detects a rotational speed of the spool. A control unit 34 controls the spool braking unit 31 so as to brake the spool for a first predetermined time by the first braking force.
