PROBLEM TO BE SOLVED: To provide an osteogenic factor stabilizer, which is excellent in safety, such as a little cytotoxicity and no anticoagulant effect, and is excellent in a complex-forming action with an osteogenic factor, while being capable of stably retaining the osteogenic factor in a living body; and to provide an osteogenic factor activator capable of activating the osteogenic factor.SOLUTION: According to the present invention, there is provided an osteogenic factor stabilizer capable of stably retaining the osteogenic factor, the stabilizer comprising a cyclic molecule having a sulfate group and a sulfated polyrotaxane having a linear molecule penetrating a hollow portion of the cyclic molecule.
