PROBLEM TO BE SOLVED: To provide an imaging apparatus capable of improving detection accuracy of a pupil on a picked-up image, and a monitoring system.SOLUTION: An imaging apparatus 12 comprises: an imaging optical system 22； an image pickup device 23 generating a picked-up image obtained by imaging the eyes of an object person 16 via the imaging optical system 22； and an image processing part 25 detecting pupils of the object person 16 on the picked-up image.
