PROBLEM TO BE SOLVED: To provide a method for manufacturing a cosmetic containing superfine air bubbles in which various types of gas as superfine air bubbles can be mixed into a cosmetic being highly viscous liquid.SOLUTION: A method for manufacturing cosmetic has: a conveyance process S30 of conveying from a storage tank 1 to a hopper 2 for dividing into a smaller amount and an injection process S40 of injecting the liquid conveyed to the hopper 2 from an inlet 3 into a product container 10, in which the method has a superfine air bubbles generation process S35 of generating superfine air bubbles in the liquid while the liquid conveyed to the hopper 2 moves from the hopper 2 to the inlet 3.
