A skin contacting element for use on a hair removal device, wherein said skin contacting element comprises: a. a matrix containing at least one of: a water-soluble polymer, emollient and mixtures thereof b. an encapsulated active component containing at least one nanoparticle encapsulated in a microparticle, said nanoparticle containing a shell containing a hydrophobic material, and wherein said microparticle contains a shell containing a water-sensitive material; c. wherein at least one of said nanoparticle and said microparticle contains an active component for skin care. A skin contacting element according to claim 1, characterized in that said at least one active skin care component contains a cooling agent. The skin contact element according to claim 2, characterized in that said cooling agent is selected from the group consisting of: L-menthol; p-menthan-3,8-diol; isopulegol; mentholpropane-1,2, -diol; curcumin; menthyl lactate (such as Frescolat ML from Symrise); gingerol; icilin; tea tree oil; methyl salicylate; camphor; peppermint oil; N-ethyl-p-menthan-3-carboxamide; ethyl 3- (p-menthan-3-carboxamido) acetate; 2-isopropyl-N, 2,3-trimethylbutyramide; menthol glycerol ketal; menthol glycerol acetal; Coolact 10; and mixtures thereof. 4. The skin contact element according to claim 2, characterized in that said cooling agent is a mixture of menthol and menthyl lactate in a mass ratio in the range from 1: 4 to 4: 1.5.
