The machine has a carrying block (2) mounted on a frame (1) rotatably about a vertical axis (3), and an arm articulated on the block, where an end of the arm carries a cutting tool (8). A jack (7) controls the rotation of the block about the vertical axis to bring the arm from a transport position to a work position. The jack is positioned such that a rod of the jack is extended outside a cylinder of the jack in the transport position, and retracted into the cylinder in the work position. The rod is connected to the block by an elastic unit to allow angular displacement of the block.
