PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing a medical cutting tool, for forming cutting edges up to the top surface with a simple configuration.SOLUTION: The apparatus for manufacturing the medical cutting tool manufactures the medical cutting tool, such as a steel bar having a plurality of cutting edges 22a on the working portion 22 at its tip end, and has a main spindle portion 110 comprising a chuck 112 for detachably holding the steel bar 20, a main spindle holding portion 120 for holding the main spindle portion 110 so as to change its tilting angle, an XY table 130 capable of moving the main spindle holding portion 120 in the X-axis and Y-axis directions, and a rotary disk shape grinding wheel 141 for forming the cutting edges on the working portion of the medical cutting tool held by the chuck.
