Also provided are formulations, methods and kits that inhibit p38 mitogen active protein kinase (MAPK) activity using 17α-hydroxyprogesterone caproate (17-OHPC) or a derivative thereof. The formulation has the form of an inhalant containing an effective amount of 17-OHPC. The formulations can be used for the treatment of IL-17 cytokines and / or p38 MAPK mediated autoimmune diseases and autoinflammatory diseases. Such diseases include glucocorticoid (GC) insensitivity related diseases or conditions. The formulation also includes a combination of 17-OPHC and budesonide (BUD).
