The present invention relates to a porous wave dissipation concrete block and fishing banks using chilled steelmaking slag by watering, and to a manufacturing method thereof. More specifically, the present invention relates to a wave dissipation block installed in harbors or coastal facilities to eliminate wave power, and to artificial fishing banks to raise fishes in the sea. The wave dissipation capacity of the wave dissipation block is improved and location secession thereof is prevented with a porosity of 10-25% and a 28-day strength of 27.4 MPa or greater using chilled steelmaking slag by watering with a grain size of 2.5-25 mm. The artificial fishing banks are expected to contribute to increasing the number of caught fish via breeding of the fish by enhancing growth of microalgaes via elution of iron, and activating food in the marine ecosystem via breeding plankton. According to the present invention, concrete for the wave dissipation block and the artificial fishing banks comprises: 85.5-87.2 wt% of the chilled steelmaking slag by watering 10.6-12.0 wt% of slag cement and 2.2-2.5 wt% of water. Also, in accordance to the present invention, iron powder is included to maximize the eluted amount of iron component when the artificial fishing banks are made of the chilled steelmaking slag by watering. Moreover, 10 to 20 wt% of iron powder with respect to a total binding agent is included when concrete is manufactured in a shape of iron oxide with a size smaller than or equal to 0.3 mm.
