PROBLEM TO BE SOLVED: To provide cosmetics where rutile-type titanium dioxide having a specific shape is used, which have high UV blocking ability, which provide a good feel upon use without leaving squeakiness or graininess on the skin and which give a natural bare skin appearance without causing white masking due to adequate tinting strength and covering power and to provide an external additive for toner which is excellent in effects to suppress the prevention of filming on a photosensitive member and the inhibition of aggregation between toner particles.SOLUTION: In the rutile-type titanium dioxide having a particle form where the major axial planes of rod-shaped particles having a minor axial diameter of a particle of 3-10 nm are oriented and aggregated in a minor axial direction, an apparent mean major axial length of oriented and aggregated particles is 80-300 nm, an apparent mean minor axial length of the oriented and aggregated particles is 30-150 nm, an apparent mean axial ratio (apparent mean major axial length/apparent mean minor axial length) is 1.1-4, the shapes of both ends of the major axis of the oriented and aggregated particles are spherical or elliptical and a specific surface area is 120-180 m2/g. The cosmetics contain the titanium dioxide.
