PROBLEM TO BE SOLVED: To provide a nonwoven cloth that is a nonwoven cloth in which while pH of a surface layer shows weak acidity, percolation performance is possessed, and a treatment agent hardly flows down by water of urine and sweat.SOLUTION: A percolation nonwoven cloth is characterized in that percolation performance in which 5 mL percolation speed is at most 5 seconds, and a wet return amount is at least 0.1 g and at most 5.0 g is possessed, and pH of a surface layer is at least 4.0 and at most 6.5, and pH of a surface layer after 20 mL percolation per unit area is at least 4.0 and at most 6.8.
