The present invention is directed to a dual phase mouth wash composition comprising a hydrophilic phase, a hydrophobic phase, and a hydrotrope, and methods of use thereof. To improve oral health the hydrophilic and hydrophobic phases remain separated and form a temporary emulsion when mixed.
