PROBLEM TO BE SOLVED: To provide a non-woven fabric with improved texture that contains raising fibers.SOLUTION: A non-woven fabric 10 comprises a base material 11 containing a thermal adhesive fiber, standing fibers 12 and free fibers 13. The standing fiber 12 has a fixed end part 12a that is fixed to the base material 11, a free end part 12b located on opposite side of the fixed end part 12a, and an intermediate part 12c located between the free end part 12b and the fixed end part 12a, and stands in a direction intersecting with a plane direction of the base material 11 toward the free end part 12b from the fixed end part 12a. The free fiber 13 is independent of the fibers constituting the base material 11 and has the degree of movement of freedom and intersects with the standing fibers 12.
