PROBLEM TO BE SOLVED: To provide a hair cosmetic composition whose foamability can easily be enhanced and whose foamy agent form can easily be maintained, when foamed by a non-aerosol method, to provide a method for using the same, and to provide a hair cosmetic article.SOLUTION: The hair cosmetic composition constituted as a hair-dyeing agent or a bleaching agent, processed into a foamy agent form by a non-aerosol method, when used, and applied to hair in the foamy agent form is characterized by including a plurality of divided agents, so that (A) the anionic surfactant comes in contact with (B) the cationic surfactant, when used. The method for using the hair cosmetic composition is characterized by including a step for contacting (A) the anionic surfactant with (B) the cationic surfactant and a step for foaming into the foamy agent form after the contact step.
