PROBLEM TO BE SOLVED: To provide a pasteurizer capable of suitably forming high-temperature water used in heating pasteurization while operating a heat pump with high COP and capable of obtaining an excellent advantage even in a sanitary aspect.SOLUTION: The pasteurizer 100 includes a treatment object moving route 104, a large number of water tanks 110a-110g, a large number of water scattering means 120a-120g, the heat pump 130, a cooling-side secondary cooling medium circulation route 150, a cooling-side heat exchange 152, a heating-side secondary cooling medium circulation route 140 and a heating-side heat exchanger 142.
