The device (100) has pedals (1041) moving feets, and/or arm rods (106r, 1061) moving arms. The arm rods are actuated by a person i.e. patient (P) in a sitting position. A control device measures, controls and/or regulates training power. The pedals and/or rods are mechanically coupled with an electrical motor or an electro-mechanical converter, and a brake device i.e. eddy current brake device. The electrical motor and the brake device are controlled by the control device and defined by the pedals/rods to receive power that is applied by the patient and to discharge the power to the patient. Independent claims are also included for the following: (1) a method for operating the training device (2) an arrangement for measuring power, control and/or regulation in the training device.
