The present invention relates to a cosmetic composition for skin anti-aging containing a Saururus chinensis (Lour.) Baill. extract with improved anti-wrinkle and anti-oxidant efficacy as an active ingredient by a Jeju shindari (a low-alcohol beverage which is fermented by using boiled rice, boiled barley or spoiled rice with yeast) traditional fermentation technique.
