The present invention relates to a cosmetic composition for making up and/or caring for the lips, which is in the form of a liquid emulsion comprising:a) at least 8% by weight, relative to the total weight of the composition, of one or more non-volatile oils；b) 1 to 30% by weight of active substance, relative to the total weight of the composition, of at least one film-forming agent chosen from vinyl polymers comprising at least one carbosiloxane dendrimer-based unit；c) from 20% to 60% by weight of water, relative to the total weight of the composition；d) at least one coloring material.It also relates to a process for making up and/or caring for the lips, wherein the abovementioned composition is applied to the lips. It further relates to a device comprising a container (3； 110) in which is packaged the composition according to the invention, and comprising an application member which has a porous application surface (14； 120).
