PURPOSE: A device for moistening or drying red ginseng is provided to control a form to a desired form by controlling the relative humidity of the red ginseng in around 50% and to improve the quality of the red ginseng by selecting a temperature inside a steamer in around 60 degrees. CONSTITUTION: A device for moistening or drying red ginseng comprises a caldron (400), a steam control unit (500), an inner steamer (700), an outer steamer (600), an insulating space (740), a circulating pipe (840), and a circulating pump. The steam control unit controls the steam generated from the caldron and supplied to the inner side of the steamer by opening/closing one or more steam inlet holes. The inner steamer is formed with one or more steam inlet holes on the lower end and one or more trays are accommodated therein. The inner steamer is accommodated in the outer steamer and one or more steam inlet holes are formed on the lower end of the outer steamer.
