PROBLEM TO BE SOLVED: To reduce the weight of a planting base.SOLUTION: A second net material 140 is attached to a panel material 110 in a state that a sheet material 130 and a water retaining member 120 are positioned between the second net material 140 and the panel material 110. Thereby, a planting base 100 is formed by integrating the second net material 140, the sheet material 130, the water retaining member 120 and the panel material 110. A plant 50 is planted in a housing part 150 which protrudes from a mesh 144 of the second net material 140 and is formed of the sheet material 130 and an outside water retaining member 126.
